Nearly three decades of war have left behind a fractured society that is progressively settling back into previously occupied and new areas, where basic infrastructure is limited and what does exist is in poor condition and in need of rehabilitation. The incidence of poverty, however defined, is higher in north-western rural Cambodia than in most parts of the country. The region, with it abundant lad resources (even though frequently contaminated by mines and UXO), still attracts may new settlers (internal displaced persons, repatriated refugee, internal migrants and formally or informally demobilize soldiers). A necessary prerequisite to address in the causes of poverty in rural adequate and functional road network, the lifeblood of rural economy and social development, is a necessary prerequisite to socioeconomic development, as roads will give the rural population access to social infrastructure, market , income generation opportunities and social services.

The North-western Rural Development Project (NRDP) project is funded by the Asian Development Bank, and seeks to:

  • Enable PDRD to plan, rehabilitate or establish, and maintain public infrastructure that will improve the living condition of targeted rural populations I Siem Reap, Battambang, Oddar Meachey and Banteay Meanchey.
  • Strengthen the capacity of commune and village leaders to identify, prioritize, plan, implement, coordinate, monitor, and maintain infrastructure investment.
  • Facilitate access to appropriate savings and credit mechanisms for livelihood enhancement and income-generating activities in the target villages and communes.
